English Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent poll of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in England reported that 60% of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

The group noted that a high proportion of councils seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise restructuring services and using savings to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the sale of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of regional authorities this week also found council budgets being strained by the growing number of children and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for English councils, many key cities members were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the study found.
