AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just over a week before national elections.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis released ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the showing of the PVV.
The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
